He is seeking $75,000 in damages.

A Lancaster police spokesman declined to comment on the lawsuit Tuesday.

Officer Shannon Mazzante was caught on camera using a stun gun on Williams while he sat on a curb at around 10:00am on Thursday.

Lancaster police say officers were called after being informed a man was confronting people with a bat.

Mazzante arrived on the scene just after 10 am and repeatedly told Williams to sit down on the sidewalk, but Williams did not comply, police said.

Williams was warned that if he continued to refuse directions, a Taser would be used on him. Williams then sat on the curb, facing the street.

Bernot directed Williams to do this at least seven times, the video shows before Mazzante shouted, 'Legs straight out and cross them now.'

As Williams draws his legs back toward himself to cross them, Bernot tells him to stick them back out and Williams appears to be confused by the conflicting commands.

Bernot then used his stun gun on Williams while the man is sitting, facing away from the officer.

Authorities later learned that Williams had an outstanding arrest warrant for possession of a controlled substance and public drunkenness.

According to the report, 'people involved in the incident' said 'they did not see him with a bat,' and there was no bat found at the scene.

The witnesses told police that 'Williams was known to them and that he had been exhibiting increasingly erratic behavior over the previous few days,' the report said.
