Steve Smith and David Warner are likely to be targeted by a new Twenty20 start-up in the United Arab Emirates, which has the potential to cause Cricket Australia consternation given it'll clash with the Big Bash League.

The BBL has traditionally owned the months of December and January on the T20 league calendar, ensuring it attracts talent from around the world.

A new challenger has emerged in UAE T20x, a tournament backed by the Emirates Cricket Board (ECB) and slated to run from December 19 to January 11.

Steve Smith no longer No.1 Test batsman

Steve Smith no longer No.1 Test batsman After 32 months holding the ICC's No.1 Test batsman ranking, Steve Smith has been overtaken by India's Virat Kohli.India captain Virat Kohli, with scores of 149 and 51 for India in the first Test against England, overtook his great rival in the ICC's rankings released on Sunday.

Smith , Warner and Bancroft are banned from international and Australian domestic cricket. They will also serve 100 hours of "voluntary service in community cricket" and can appeal against the suspension. ' Rival fans told me to go and hang myself'.

Former Australian all-rounder Shane Watson, who branded the penalties as "extreme", called on CA to allow Smith and Warner to play in the BBL . McConnie says that would not happen and there would not be any formal promotional roles for the pair.

The proposed competition, which is seeking sponsors and franchise owners, released dates and other details this week. It's yet to contract any players.

Smith and Warner haven't mapped out their summer plans and may yet shoulder arms to any approaches.

But the prospect of the banned superstars batting in Dubai, while Test teammates face India and the extended BBL season unfolds, is far from unthinkable.

Former Test spearhead Mitchell Johnson has already retired from the BBL, citing the expanded season length, and intends to join the UAE league.

Smith and Warner will play grade cricket in Sydney but that competition's mid-season break is December 23 to January 11.

Cricket Australia is yet to broach the dilemma that would be Smith and/or Warner wanting to join UAE T20x.

Mitchell Starc: Suspended Steve Smith will return to Test best

Mitchell Starc: Suspended Steve Smith will return to Test best Mitchell Starc thinks Australia's Steve Smith can once again be Test cricket's best batsman when he returns after Virat Kohli overtook him.India captain Kohli has replaced Smith at the top of the ICC Test batting rankings after he scored 200 runs across two innings against England at Edgbaston.

Shane Watson has questioned the logic of disgraced duo Steve Smith and David Warner helping boost another country's competition.

Cricket Australia insist there is no chance Steve Smith and David Warner 's sanctions will be softened to allow them to play in the BBL .

The governing body could try to withhold No Objection Certificates (NOCs). They are expected to take that action with most Australian requests.

However, that would lead to restraint-of-trade arguments.

BBL boss Kim McConnie isn't worried about the prospect of Smith and Warner stealing eyeballs if they play in the new league.

"Australia's big international stars have very rarely played Big Bash," McConnie told AAP.

"Other things might be happening around the world, that's the nature of cricket.

"But what people love about Big Bash is that 7pm every night they can turn the TV on and watch. That's our advantage."

The UAE league, expected to have a much bigger salary cap than the BBL's $1.6 million per team, claims cricket boards from England, West Indies, South Africa and New Zealand have given consent for players to take part.

The risk is the game's best T20 freelancers, and a stack of Englishmen keen for a hit in the middle of winter, could bypass the BBL for a shorter and more lucrative stint in the UAE.

March 28 is also the date Smith and Warner 's one-year bans for their roles in the Cape Town cheating scandal end. Test stars will either be playing an ODI series against India, BBL or grade cricket in the lead-up to that first Test against Sri Lanka. Another Broncos player caught pulling hair of rival .

McConnie is confident her league will continue to sign the best internationals available.

"I've got eight clubs that would kill me if I gave anything away but we're not seeing, in terms of overseas player interest, that the expanded season or any other factors have limited us," she said.

"The BBL is a platform to showcase talent for the IPL. The standard is high ... the high-performance environments (are attractive) and clubs really take care of players.

"With some internationals, the drawcard is actually Australia."
