  AFL clears transgender footballer Hannah Mouncey to play in state women's leagues Transgender footballer Hannah Mouncey will be allowed to play in state and territory women's leagues in 2018, as the AFL finalises its gender diversity policy for the national league. The AFL blocked Mouncey from entering last year's AFLW draft after she had played several games for Ainslie in the ACT women's league.She wants to play in Victoria against the state's top AFLW talent in 2018.Previously, Mouncey would have had to apply to the individual league she wanted to play for and be given clearance, but the ruling means she is automatically accepted into any league under the AFL umbrella.

Mouncey, whose attempt to enter the AFLW draft was blocked by the AFL late last year, is considering a shift to Victoria from the ACT and is awaiting a decision on whether she can play at the state level, where some AFL clubs field women's teams. The AFL is expected to rule on Mouncey's eligibility by early next week.

Mouncey, who represented Australia in European handball as a man before embarking upon a gender change, played in the ACT league for Ainslie last year but says her immediate future is undecided.

The state leagues have effectively left the complex and difficult decision in the hands of the better-resourced AFL administration.

But the AFL has decided to rule on transgender cases – and whether a player, such as Mouncey, can play in the women's competition – on a case-by-case basis at this stage, rather than applying a strict formula or policy.

The AFL has told Mouncey that it cannot reach a firm policy position on transgender athletes and the criteria that determine whether they can play at the elite level until there are guidelines from both the Australian Sports Commission and the government's Human Rights and Equal Opportunity Commission.

The AFL held a meeting last week, at which legal, human rights, football and medical experts – including a renowned endrocrinologist – gathered to begin discussing the transgender issue.

Mouncey, whose draft application was rejected by an AFL panel – partly due to the strength assessments she provided – confirmed that she was interested in joining the VFL, though this would depend on where she ended up living in the course of the 2018 season.

"If I'm in Victoria, I'll play there," Mouncey said, adding that she had been invited to train with the strong state league club the Darebin Falcons

She had been told the AFL would make a decision by Monday, but "they [the AFL] can't tell me what the process is."

Mouncey expressed confidence that she could return to play in the Canberra league.
