His comments come after Richmond defender Alex Rance was awarded a free kick on the weekend after a push-and-shove with Sydney opponent Lance Franklin.

Rance went to ground and the match review panel looked at the incident.

"It was the view of the panel, as per the MRP's guidelines, that any exaggeration of the contact that was made to Rance was not excessive," the league said in a statement.

But Scott is unimpressed and pointed to the Rance incident as an example.

St Kilda coach Alan Richardson feels the game looks after the issue as it is, saying players do not want the stigma of being regarded as stagers.

Richardson was an assistant coach at Essendon when star full forward Matthew Lloyd was accused of diving to earn free kicks.

"Generally the industry looks after it, there's a fair bit of embarrassment that gets bestowed upon the player," Richardson said.

"Having worked with Lloydy when he went through that 'diving' stage, in the end that really affected him in terms of the way he felt about himself and his own place in the footy world.

"Now Rance is not someone who does this often, if at all ... but if he kept doing it, he's going to cop it from the media, he's going to cop it from the crowd eventually."

Scott also wants a shakeup of the match review panel system after having to wait from last Thursday night until Monday for a verdict on Joel Selwood.

The Cats captain was fined $1000 for rough conduct after falling on top of West Coast star Sam Mitchell.

There is some frustration among AFL clubs that the match review panel does not rule on incidents more frequently during each round of matches.

"They're part-timers in the extreme sense of the term," Scott said of the MRP.

"The AFL should take responsibility for it (and) say 'no, the MRP is ours, we're going to dish out the penalties, we're going to do it the next day' - or at least twice over the course of a weekend.

"Then if the club wants to take it up, you go to an independent body."
