The first section of Sydney's multi-billion dollar WestConnex project will open next month, three weeks later than originally planned.

Motorists will get a month free before having to pay to use the newly-widened section of the M4 between Parramatta and Homebush in Sydney's west from July 15.

Other sections of the $16.8 billion WestConnex project are also moving along with tenders shortlisted for "the most important stage" of the motorway while construction of the M4 East Tunnels has passed the halfway mark, Premier Gladys Berejiklian announced in Sydney on Friday.

"I hope these tunnels remind people that we're taking a lot of congestion off residential roads, we're actually alleviating a lot of the above ground congestion and putting it underground," she said.

WestConnex is 33 kilometres (21 mi) of a motorway scheme currently under construction in Sydney , New South Wales, Australia. The scheme, a joint project of the New South Wales and Australian governments, encompasses widening and extension of the M 4 Western Motorway

Infrastructure NSW recommends WestConnex as Sydney ’ s next motorway priority. There is a strong functional link between M5 East Duplication and the Sydney Airport Access Link which means the two would need to be delivered and opened to traffic together.

"We're increasing capacity, we know that in the future more people will be using the road network."

WestConnex Minister Stuart Ayres meanwhile dismissed criticism the M4 upgrade was behind schedule, saying the project had been delayed due to weather disruption.

"The western Sydney community has been waiting 30 years for this road so I'm more than comfortable being three weeks beyond the contracted date," he said during the joint press conference.

"We've had one of the wettest summers and autumns Sydney has experienced in over a decade."

Joint ventures John Holland CPB Contractors and Lend Lease Samsung Bouygues will compete for the contract to design and build the M4-M5 link tunnel beginning in 2018.

"The M4-M5 Link is the most important stage of WestConnex as it will provide the vital connection between the new and upgraded M4 and M5 motorways for tens of thousands of vehicles a day and connect to Port Botany, (Sydney) Airport and future M6," Mr Ayres said.

The M4 tunnels will open in 2019.

The distance-based toll on the M4 will range from $1.77 to $4.56 when it comes into effect in August.

Australian engineering company John Holland and CIMIC Group company CPB Contractors have been given an equal share in a contract to build the $2.81 billion Sydney Metro harbour rail crossing. The NSW government announced the joint venture contract involves companies CPB Contractors (45%), John Holland (45%) and Ghella (10%) for twin 15.5km tunnels and civil works for six new metro stations. The tunnels will be excavated by five tunnel boring machines (TBMs) between Chatswood and Sydenham, including a specialised TBM to build the tunnels beneath Sydney Harbour. The first TBM will be in the ground by the end of 2017.
